Issues / Concerns:
(a) Requirement of registration in respect of construction works undertaken outside the State: Works Contractors, having a principal place of business in 1 State may undertake execution of works across India in many States. The registration provisions require the works contractor to obtain registration in each such State even though he has no place of business in those States and the administration and control of such a person lies in the principal State itself. It is also possible that the person will not have a fixed establishment in each such State.
